Minimise Cycling Losses

Cycling losses are the energy wasted by a system starting up or shutting down. For example heating systems, engines, fluorescent lights. Efforts should be made to minimise these losses and the designers should establish whether shutting down the system when not in use is always the most efficient option, and whether some kind of partial shut-down may be possible.
